Dubai issues new rule to strengthen integrity and employee rights in public sector

In a key decision to protect both public money and the rights of employees working in government entities, His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum — the First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance of the UAE — has issued Decision No. (4) of 2025.

The decision aims to improve fairness and transparency in government workplaces, ensure responsible handling of public funds, apply appropriate punishments to employees found breaking rules, and protect the rights of employees who report these violations.

H.H Maktoum Bin Mohammed also announced the establishment of two important committees, as shared on platform X, “We have issued a decision approving the operational procedures for the Central Violations and Grievances Committees within the Financial Audit Authority in Dubai, to ensure fairness in disciplinary processes, empower employees to defend their rights, reinforce principles of transparency, and protect public funds. In Dubai, procedures are clear, integrity is fundamental, and justice is binding for all.”

“This decision protects employees who are faithful stewards of the nation’s wealth from any arbitrary actions, safeguards the confidentiality of reports and investigations, and ensures whistleblowers have job security and institutional justice. We have established a comprehensive legal framework that encourages reporting and strengthens employees’ trust in their oversight role.,” he added.

The new rule will apply to all employees, from high-ranking and top management to subordinate staff, across offices under the Financial Audit Authority.

As part of this rule, it will be ensured that no government employee escapes punishment for violations, that appropriate punishment is given if they are found guilty, that no one receives repeat penalties for the same offense, and that a systematic process governs all of this. This creates a balance between accountability and respect for employee rights while ensuring public money is protected.

Additionally, if employees are treated unfairly or punished wrongly, they have the right to appeal by raising their concerns with the Grievances Committee. This helps them feel secure and respected at work while investigations into financial and administrative mistakes are ongoing.

However, they must do so within 15 working days of learning about the decision, or their complaints will not be registered. Furthermore, the committee and all persons involved must keep all details related to the matter confidential.
