Makkah Municipality (Amanat Al-Asimah Al-Muqaddasah) has appointed Fahad bin Saleh Al-Otaibi as Director General of the General Administration of Human Capital, reinforcing its focus on strengthening people strategy and organisational capability.
Announcing his new role, Al-Otaibi shared, “I’m happy to share that I have started a new role as Director General of Human Capital at Makkah Municipality!”
Al-Otaibi brings extensive experience across human resources management, operations, labor and employment laws, and executive leadership. His appointment follows a career marked by progressive leadership roles within both the public and private sectors.
Prior to this role, he served as Assistant Director General of Human Capital and Director of Human Capital Operations at Makkah Municipality, in addition to leading the Employee Operations Department. His earlier experience includes serving as Director General of Human Resources and later Deputy Mayor at Madrakah Municipality. He also held a corporate leadership position as a representative at Abdulaziz Rajab and Abdullah Silsilah Company.
Al-Otaibi holds a Bachelor’s degree in Administrative Sciences from King Abdulaziz University and is a Certified Human Resources Manager.
