Rakiza appoints Khalid Al Khatib as CEO

Oman-based infrastructure investment company Rakiza has appointed Khalid Al Khatib as its new Chief Executive Officer, effective immediately.

Al Khatib succeeds Muneer Al-Muneeri, who led the fund from January 2019 until early 2026 before moving to the role of Deputy President for Operations at the Oman Investment Authority.

Announcing the appointment, Rakiza said: “We are pleased to announce the appointment of Khalid Al Khatib as Chief Executive Officer of Rakiza.

“Khalid brings extensive experience and leadership in investment and infrastructure development. We are confident that under his guidance, Rakiza will continue to build on its strong foundations, create long-term value for its stakeholders, and pursue new opportunities for sustainable growth.

“As we enter this new chapter, we look forward to further advancing Rakiza's mission of investing in essential infrastructure that supports economic development and delivers lasting impact across the region.

Before taking over as CEO, Al Khatib served as Senior Investment Director at Rakiza for around five years, where he played a key role in the fund’s infrastructure investment strategy across Oman and Saudi Arabia.

His appointment signals leadership continuity at a time when infrastructure investment and economic diversification remain central to Gulf economies.

Al Khatib also brings extensive board and investment experience across multiple sectors, including infrastructure, aviation, energy, telecommunications, and private equity.

He currently serves as Chairman of Silal - Fruit & Vegetable Central Market and holds board positions at Oman LNG L.L.C. and Oman Broadband.

His previous leadership roles include serving on the boards of Oman Air, Nama Group, and Oman Energy Development.

Prior to joining Rakiza, Al Khatib worked at the Oman Investment Authority, where he focused on infrastructure and private equity initiatives.

Earlier in his career, he held roles at Schlumberger, PricewaterhouseCoopers, Gulf Baader Capital Markets SAOC, and Gulf Investment Services Holding Company SAOG.

Al Khatib holds a Bachelor of Science in Finance from Sultan Qaboos University, an MBA from Hitotsubashi ICS (Hitotsubashi University Business School), and recently completed a Certificate in Management from London Business School.
