SAMA Holding has appointed Eng. Khalil Al Saeedi as Group Deputy Chief Executive Officer, effective immediately.
The company welcomed Al Saeedi in an announcement, highlighting his background in leading major programmes and complex projects, as well as his expertise in governance and organisational transformation.

“His extensive experience in leading major programs and complex projects, together with his strong background in strategic management, governance, and organisational transformation, represents a valuable addition to SAMA’s leadership capabilities.”
Al Saeedi has led programmes and projects with a combined value of more than SAR 200 billion during his career. His experience spans multiple stages of the project lifecycle, including feasibility studies, planning and design, implementation, risk management, operations and delivery.
His career includes leadership roles at NEOM, where he worked on strategic initiatives involving urban planning, infrastructure and the development of OXAGON. He has also held senior responsibilities at Saudi Aramco, contributing to major initiatives including the Jazan City Program for Basic and Downstream Industries, Yasref refinery projects and Petro Rabigh.
Al Saeedi’s project experience also includes contributions to the development of King Abdullah Sports City in Jeddah and King Abdullah University of Science and Technology (KAUST).
Before joining SAMA Holding, he held leadership positions including Executive Director at Saudi Entertainment Ventures (SEVEN), CEO Advisor at Saudi Railway Company and Executive Director at NEOM.
His professional background also includes more than 26 years with Saudi Aramco, along with project and technical leadership responsibilities associated with Petro Rabigh and other major industrial initiatives.
SAMA Holding said Al Saeedi’s expertise combines strategic vision with executive and operational experience, including stakeholder management, financial control, risk management, quality, health and safety, and building high-performing teams.
The company said his appointment would support its efforts to strengthen organisational capabilities and deliver major projects across the Kingdom.
