Employee experience platform Staffbase has expanded its presence in the Middle East and Africa (MEA) by opening a regional office in Dubai and launching UAE-based data hosting services, as organisations across the region accelerate digital transformation and artificial intelligence adoption.
The company said the move is aimed at helping enterprises improve communication with frontline employees while addressing growing demand for local data hosting and compliance with regional data residency requirements.
Staffbase has established its regional headquarters at Dubai Internet City and appointed Conor Duffy to lead its Middle East operations. Duffy brings more than a decade of experience in scaling enterprise software businesses across the region.
The expansion comes as employers across sectors such as energy, construction, infrastructure and financial services grapple with increasingly complex and geographically dispersed workforces.
According to the company, many frontline employees in the region lack access to corporate devices, company email accounts or reliable internet connectivity, creating significant communication challenges for employers undergoing large-scale organisational and technological transformation.
Staffbase cited data showing that expatriates account for between 76% and 95% of private sector employees across Gulf Cooperation Council countries, highlighting the multilingual and multicultural nature of the region's workforce.
The company said national development programmes, including Saudi Vision 2030 and Dubai's Economic Agenda D33, have increased pressure on organisations to ensure that strategic initiatives reach employees at every level of the business rather than remaining confined to corporate headquarters.
Martin Böhringer, chief executive officer and co-founder of Staffbase, said traditional enterprise communication platforms were primarily designed for office-based employees and often failed to engage frontline workers.
He argued that organisations implementing large-scale transformation programmes require communication systems capable of reaching all employees, particularly those working in operational and field-based roles.
As part of the expansion, Staffbase has introduced regional hosting through Microsoft's Azure cloud infrastructure, with data hosted in facilities located in Dubai and Abu Dhabi.
The company said the new hosting model would allow organisations to comply with local data residency requirements while integrating employee communication systems with existing digital workplace platforms, including Microsoft 365, Teams and SharePoint.
Staffbase already serves several large employers in the region, including organisations operating in the aviation, banking, government, hospitality and retail sectors.
The company said it currently supports more than 1,500 enterprises worldwide through AI-powered employee communication tools designed to connect employees across multiple channels, including mobile applications, intranets, email, SMS and digital displays.
Duffy said organisations across the Middle East and Africa were facing growing pressure to communicate effectively with increasingly diverse workforces spread across multiple countries and languages.
He added that the company's regional expansion would enable it to provide local support and infrastructure to businesses seeking to improve employee engagement and strengthen communication with frontline teams.
