The Federal Authority for Government Human Resources (FAHR) has reiterated flexible remote work arrangements for federal employees with caregiving responsibilities, reinforcing the UAE’s commitment to family well-being, gender balance, and work-life integration during periods of distance learning.
The directive, outlined in Circular No. (03) of 2026, enables either parent employed within the federal government to work remotely while supporting children engaged in online education. The initiative aligns with the UAE’s “Year of the Family” and aims to ensure continuity in education while promoting social stability and workforce productivity.
According to FAHR, the policy allows flexible remote work for parents of children enrolled in kindergarten through Grade Eight, as well as those attending nurseries. The provision also extends to parents of children of determination registered in recognised care centres. The move is designed to enhance family cohesion by enabling greater parental involvement in childcare and education.
“This approach serves as a key enabler to strengthen family cohesion and promote gender balance by providing broader opportunities for family interaction and active participation in childcare,” the Authority stated.

The circular outlines specific conditions for eligibility. Remote work approvals must comply with Cabinet Resolution No. (27) of 2020 and must not disrupt operational efficiency within federal entities. Employees are required to submit requests through approved electronic systems and update their family details in the “Bayanati” Human Resources Information System.
The flexibility is limited strictly to the duration of distance learning and is granted to only one parent employed in the federal government.
FAHR noted that the initiative reflects its broader commitment to fostering a culture of shared responsibility within families while supporting employees in balancing professional obligations with personal commitments.
The policy comes amid ongoing adjustments to the UAE’s education sector, where distance learning has been implemented and periodically reviewed in response to regional developments. Authorities have announced plans for a phased return to in-person learning, ensuring readiness and continuity across schools and nurseries.
By enabling flexible work arrangements, FAHR aims to enhance quality of life, support employee well-being, and promote a sustainable balance between professional and family life, further reinforcing the UAE’s progressive approach to human capital development.
Meanwhile, the Sharjah Private Education Authority (SPEA) announced that administrative and teaching staff in private schools and nurseries across Sharjah would return to in-person work from April 15. The move, based on a decision by the Education, Human Development and Community Development Council, aims to ensure operational readiness and provide training on emergency and crisis response protocols, as authorities prepare for a gradual transition back to classroom learning across the UAE.
