Oman’s Ministry of Labour has highlighted the importance of institutional intelligence in building more agile organisations and developing a future-ready national workforce.
H.E. Saeed bin Abdullah Al Balushi, Undersecretary of the Ministry of Labour for Human Resources Development, made the remarks while participating in the “People First” Forum organised by the Oman Society for Human Resource Management (OSHRM) in Salalah.
Al Balushi presented a working paper titled “Institutional Intelligence”, which focused on empowering talent, strengthening organisational flexibility and sustaining institutional performance.
The paper outlined the importance of creating institutional systems that enable employees to contribute effectively and bring out their capabilities. It also stressed the need for greater clarity of direction, employee empowerment, continuous learning and integration across organisations.

According to the paper, organisations can strengthen decision-making and drive continuous improvement by making greater use of data and insights. It also called for systems and practices that allow institutions to adapt and evolve in response to changing requirements.
The working paper further emphasised the importance of maintaining organisational performance and knowledge through leadership transitions, ensuring that improvements and institutional capabilities remain sustainable despite changes in leadership.
Al Balushi also highlighted the need to convert institutional capabilities into sustainable performance, tangible value and measurable impact.
The Ministry said strengthening institutional intelligence can help build more efficient organisations while enhancing the readiness of Oman’s national capabilities.
The discussion comes as Oman continues to focus on developing human capital and strengthening workforce capabilities as part of its broader economic and institutional development agenda.
