Saudi Arabia's Ministry of Finance appoints Ahmad Al Dawood as General Manager of HR Services

With more than 25 years of experience in HR, talent acquisition and recruitment, Al Dawood has built a career across the public and private sectors in Saudi Arabia.
Saudi Arabia's Ministry of Finance has appointed Ahmad Al Dawood as its new General Manager of Human Resources Services, marking the latest leadership move aimed at strengthening the ministry's people function in support of the Kingdom's workforce transformation agenda.
Al Dawood announced his appointment on LinkedIn, expressing gratitude for the opportunity and reaffirming his commitment to advancing the ministry's objectives and Saudi Vision 2030.
"I am pleased to share with you my work as the Director General of Human Resources Services at the Ministry of Finance. I ask God for success and that we contribute with our colleagues to serve the country, achieve the goals of the Ministry, and be an active part in achieving the goals of the Kingdom's Vision 2030," he wrote.
Before joining the Ministry of Finance, Al Dawood served as Director of Talent Acquisition at NADEC Foods from June 2024 to June 2026. During his tenure, he also took on the additional responsibility of Acting Vice President of HR between June 2025 and March 2026.
Reflecting on his departure from NADEC, Al Dawood thanked the organisation's leadership and colleagues for their support, describing his time there as a rewarding professional journey that provided valuable opportunities for growth, learning and collaboration.
With more than 25 years of experience in human resources, talent acquisition and recruitment, Al Dawood has built a career across the public and private sectors in Saudi Arabia.
Prior to NADEC, he was Talent Acquisition Manager at Rua Al Madinah Holding Company, where he led recruitment initiatives for nearly two years. Earlier, he served as Recruitment Manager at Elixir Management Consultancy and Allianz Saudi Fransi.
A significant part of his HR career was spent at Al Rajhi Bank, where he held multiple recruitment leadership roles over more than seven years. As Recruitment and Onboarding Manager, he oversaw end-to-end recruitment operations, workforce planning, onboarding processes and recruitment systems, while collaborating with senior management to develop recruitment policies and programmes.
Among his notable achievements at the bank were launching one of the first social media-based e-recruitment campaigns in the Saudi banking sector, enhancing Oracle-powered recruitment systems, and leading recruitment for key business units including retail banking, HR and bancassurance.
Al Dawood began his professional career at SABIC, where he spent eight years in administrative and office management roles before transitioning into human resources.
He holds a bachelor's degree in Business Administration from Al Imam Muhammad Ibn Saud Islamic University and also completed an Executive Secretary programme at the Institute of Public Administration.
