Oman rolls out new career progression framework for government employees

Oman has introduced a new promotion system for Omani employees in government units, shifting the focus of career progression from seniority towards performance, competence and specialised skills.
The Ministry of Labour announced the new framework on Monday, with RO10 million (US$22.8 million) allocated for government employee promotions in 2026. The system introduces three promotion pathways — fast, flexible and special — aimed at recognising different forms of performance and organisational need.
The ministry said the funding will be distributed among eligible government units based on their share of employees who meet the promotion requirements. Units with larger numbers of eligible employees will receive proportionately larger allocations.
Three pathways for career progression
The fast track is designed to reward employees who demonstrate exceptional performance. Employees must have spent at least three years in the grade immediately below the target grade and received three ‘Excellent’ performance ratings under Oman’s Ejada performance management system.
The flexible track uses a competitive ranking system based on 100 points. Up to 75 points will be awarded for job performance, while individual competence will account for 25 points.
Employees seeking promotion through this route must have completed at least three years in the preceding grade and received three performance assessments rated at least ‘Good’.
The framework also introduces controls around competence scoring to prevent supervisors from giving the same high scores to all candidates.
The special track, meanwhile, is intended to help government entities retain employees with rare or highly specialised expertise that may be difficult to replace. Promotions through this route will be discretionary and are capped at 1% of the budget allocated for promotions.
Promotion decisions twice a year
The ministry said each government unit will establish a promotions committee comprising at least three members. The committee will assess employees’ eligibility, review nominations and supporting documentation, and submit recommendations to the head of the government unit.
Promotion decisions will be issued twice a year, with promotions taking effect on January 2 and July 2.
Abdullah bin Muhanna Al Kharousi, Director General of Administrative Audit and Follow-up at the Ministry of Labour, said the three pathways were intended to make promotion decisions more structured and transparent.
Performance ratings to affect eligibility
The new framework also establishes restrictions on promotions. Employees who receive a final ‘Weak’ performance rating will not be eligible for promotion.
