The UAE has introduced legislative and administrative changes to strengthen its pension and social security framework to improve financial literacy and encourage early retirement planning.

The UAE has improved its standing in the 2026 Global Pension Index, with its overall score rising to 70 from 64.9 in 2025 and its rating moving from C+ to B, according to the General Pension and Social Security Authority (GPSSA).

Published by Marsh, formerly Mercer, and the CFA Institute, the index assesses retirement-income systems worldwide across three pillars: adequacy, sustainability and integrity. It also considers a range of economic, social and demographic factors.

The UAE received an A grade in both adequacy and integrity, reflecting the strength of pension benefits and protections available to insured members. The improvement in its overall score signals progress in the country’s retirement-income system, although sustainability remains an ongoing priority.

GPSSA said the index serves as an international benchmark to guide the continued development of the UAE’s pension system. It described sustainability as a national responsibility, with the aim of protecting the rights of insured members and pensioners while ensuring the system can support future generations.

The UAE has introduced legislative and administrative changes to strengthen its pension and social security framework. These include Federal Decree-Law No. 57 of 2023 on Pension and Social Security, alongside the expansion of digital services and efforts to improve financial literacy and encourage early retirement planning.

GPSSA supports citizens in preparing for their financial futures through initiatives such as the Wafra programme, which promotes financial literacy, and the Balanced Step programme, which provides financial guidance. The authority also offers Pension Advisory Services and digital services through its Ma’ashi platform.

GPSSA said it would continue to review the index’s findings and recommendations in coordination with relevant government entities. The insights will inform further improvements to the pension and social security system, service delivery and long-term financial sustainability.
