Qatar’s Ministry of Interior issues workplace safety guidelines

The ministry noted that security and safety departments across organisations will be responsible for disseminating the guidelines and ensuring their implementation.
The Ministry of Interior, Qatar has issued a comprehensive set of workplace safety guidelines aimed at helping employees respond effectively to precautionary security alerts.
The move forms part of the ministry’s broader efforts to strengthen public safety awareness and ensure that organisations are better prepared to handle potential security situations.
According to the ministry, employees across government, semi-government and private sector workplaces must take national alerts issued through official channels seriously and comply with instructions immediately. Workers have also been advised to rely only on verified updates from official sources and avoid spreading rumours or sharing unverified information.
The ministry emphasised that all employees must strictly follow directions issued by workplace security and safety teams as well as relevant authorities, and avoid making individual interpretations of security advisories.
Guidelines for safe conduct inside buildings
The ministry advised employees to remain inside their workplace buildings when precautionary alerts are issued. Staff members should stay calm, avoid panic, and refrain from moving to open areas or going outside unless directed by authorities. Employees are also encouraged to keep away from windows, glass façades and exposed surfaces during such alerts.
In addition, the guidelines recommend maintaining distance from energy sources and flammable materials and limiting unnecessary movement between floors or buildings to reduce risk during a potential emergency.
Evacuation procedures and emergency preparedness
Employees have been encouraged to familiarise themselves with emergency exits, evacuation routes and designated assembly points within their workplaces. During an evacuation order, the ministry advises against using elevators, recommending that individuals instead rely on staircases and emergency exits.
The guidelines also highlight the importance of maintaining order during evacuations. Workers are urged to avoid pushing or crowding while moving toward safe areas and to ensure that corridors and emergency exits remain clear of obstructions to allow for swift evacuation when required.
Response to sudden incidents
In the event of a sudden security incident, the ministry said individuals who are outside a building should move immediately to the nearest safe indoor location. They should remain there until authorities confirm that the situation is under control and it is safe to leave.
The ministry also stressed the importance of promptly reporting suspicious objects or unusual observations through official organizational channels or directly to relevant authorities. Employees have been specifically warned not to touch or approach unidentified objects, metallic fragments or shrapnel.
Maintaining discipline and cooperation
The guidelines underline the importance of organisational discipline during security incidents. Employees are prohibited from photographing incidents, security procedures or affected sites and sharing them on social media platforms.
Workers are also encouraged to familiarise themselves with emergency contact numbers and the designated security or safety supervisors within their organisations. Full cooperation with safety officials and adherence to their instructions is considered essential during any emergency response.
The ministry noted that security and safety departments across organisations will be responsible for disseminating the guidelines and ensuring their implementation. These departments are also tasked with maintaining the readiness of emergency exits, evacuation routes, assembly points and overall response mechanisms.
It added that legal action may be taken against individuals who violate the safety instructions in accordance with applicable regulations. The ministry has also invited the public to reach out with questions or feedback regarding the guidelines through its dedicated contact numbers.
