ENOC signs MoU to expand employment and skills development pathways in UAE

The initiative will provide workplace exposure, practical training and selected summer programmes aimed at helping participants build experience and prepare for future education and employment.

ENOC Group has signed a Memorandum of Understanding (MoU) with the UAE Ministry of Community Empowerment to expand employment and professional development opportunities for eligible participants in the ministry’s empowerment and social welfare programmes.


The partnership aims to support workforce readiness through employment opportunities, practical training, capacity building, youth engagement and specialised volunteering initiatives.


The agreement was announced during ENOC’s participation at Ru’ya Careers UAE 2026 at Dubai World Trade Centre, where the event is running until September 30. The signing was attended by Shamma Al Mazrui, Minister of Community Empowerment, along with senior ministry officials and ENOC executives.


Under the agreement, the Ministry of Community Empowerment will identify and nominate eligible candidates and monitor their development pathways. ENOC will consider candidates for available roles based on its recruitment requirements and business needs.


Participants will receive opportunities for workplace exposure, practical training and selected summer programmes aimed at helping them build experience and prepare for future education and employment.


The first phase of the initiative will begin after the initial cohort of participants is identified, with the programme launch expected to be announced later this year.


The partnership will also provide selected ENOC summer programmes to young participants aged 15 to 18. The programmes are intended to give participants early exposure to the workplace and help them explore potential education and career pathways.


Noor Abulhoul, Assistant Undersecretary, Social Welfare and Empowerment Sector at the Ministry of Community Empowerment, said the initiative is designed to create a more connected pathway from understanding beneficiaries’ circumstances and capabilities to building employment readiness and connecting them with suitable opportunities.


“Our partnership with ENOC Group demonstrates the important role of the private sector in this journey,” Abulhoul said. She added that the collaboration brings together employment, skills development, professional expertise and community participation to support longer-term pathways for individuals and families.


Hussain Lootah, Group CEO of ENOC, said the partnership would help individuals gain workplace experience, confidence and exposure while creating clearer pathways into employment.


“By collaborating with the Ministry of Community Empowerment, we can support more people in building the skills and experience that contribute to long-term economic independence and a more inclusive national workforce,” Lootah said.


The initiative comes as employers and government entities in the UAE continue to focus on skills development, workforce participation and pathways that connect young people and jobseekers with employment opportunities.
