Diriyah appoints Rakan bin Youssef as Executive Director of Talent Acquisition

Youssef brings more than 19 years of experience in talent acquisition, human capital leadership and workforce development.
Diriyah Company, a subsidiary of the Public Investment Fund, has appointed Rakan bin Youssef as its new Executive Director of Talent Acquisition, effective immediately.

His appointment strengthens Diriyah’s leadership team as the organisation continues to scale its workforce and long-term people strategy.
Youssef brings more than 19 years of experience in talent acquisition, human capital leadership and workforce development.
In his new role, he will lead executive and leadership hiring, oversee workforce planning and support Diriyah Company’s broader growth and transformation agenda.
He has been with Diriyah Company since 2023, and most recently serving as Senior Director of Talent Acquisition, and previously as Director of Talent Acquisition.
Prior to joining Diriyah, he held senior regional and national roles at PricewaterhouseCoopers (PwC), including Regional Talent Acquisition Leader for the Middle East and Human Capital Leader in Saudi Arabia. Earlier in his career, he also served as Senior Recruitment Manager at Riyad Bank.
On the academic front, Youssef holds a Master’s degree in Education in Business Administration and a Bachelor’s degree in Business Administration from Mount Saint Vincent University in Canada. He has completed executive and leadership programmes at London Business School, IMD, ESCP Business School and the Oxford Management Centre.
The move reflects Diriyah Company’s continued focus on building future-ready talent capabilities to support its ambitious development plans.
