Saudi Arabia plans 100% Saudization of 69 supporting administrative jobs in private sector

The newly localised roles cover several administrative and support functions, including secretarial work, writing, translation, data entry, and administrative support roles.
The Ministry of Human Resources and Social Development (MHRSD) - Saudi Arabia, has announced a major update to the localisation (Saudization) of supporting administrative professions, expanding opportunities for national talent in the labour market.
The Ministry confirmed that the updated decision came into effect on April 5, 2026, adding 69 professions to the list of occupations subject to 100% localisation in the private sector, in line with the Saudi Standard Classification of Occupations.
In a statement, the Ministry said the update aims to enhance the participation of national talent in the labor market and provide motivating and productive job opportunities for Saudi men and women across all regions of the Kingdom.

The newly localised roles cover several administrative and support functions, including secretarial work, writing, translation, data entry, and administrative support roles.
The decision applies to all private sector establishments employing one or more workers in the targeted professions.
The Ministry also published an updated procedural guide outlining the new professions and implementation mechanisms, urging companies to comply with the decision to avoid statutory penalties for violations.
According to the Ministry, the update forms part of broader efforts to localise specialised professions in the private sector.

Companies will be able to benefit from support programs and incentives provided through the human resources ecosystem, including recruitment, training, qualification, employment, and job stability support, as well as priority access to localisation support programs offered by the Human Resources Development Fund (Hadaf).
The Ministry said the decision was issued under Ministerial Resolution No. 132249 dated April 5, 2026, as part of ongoing initiatives to increase workforce nationalisation and expand employment opportunities for Saudi citizens in administrative professions.
