Kuwait to resume regular morning and evening government shifts from September 1

Kuwait’s Civil Service Commission (CSC) has confirmed that government departments will return to their regular morning and evening working shifts from Tuesday, September 1, 2026, following the end of the summer working-hours system.

The clarification follows CSC Circular No. 11 of 2026, which introduced the summer official working-hours system across government entities from June 1 to August 31, 2026 under a decision adopted by the Civil Service Council at its meeting on May 14.

With the summer schedule ending on August 31, government entities will revert to the usual morning and evening shift system from 1 September, in accordance with the applicable rules and regulations.

The CSC said the return to regular working hours will apply across government entities, with departments required to observe the relevant provisions governing official working arrangements.

The move marks the end of Kuwait’s seasonal adjustment to government working hours during the summer months, when working schedules are modified to account for seasonal conditions.

The commission’s clarification provides employees and government entities with confirmation of the effective date for the return to the standard working system.

The CSC is Kuwait’s government body responsible for overseeing civil service policies and regulations, including employment and working arrangements across the public sector.
