Dubai adopts unified workforce productivity system across government entities

The adoption comes as governments increasingly use data analytics and AI to improve workforce planning, resource management and public service delivery.
The Dubai Government has adopted a unified Workforce Productivity Measurement System across government entities as part of efforts to strengthen data-driven decision-making, improve resource allocation and enhance the quality of public services.
The Dubai Government Human Resources Department (DGHR) said the adoption follows Executive Council Resolution No. (67) of 2025 and marks a strategic step towards building a more efficient and proactive government model based on advanced analytics.
The system has been developed over five years, beginning with a pilot programme in 2020 involving a limited number of government entities. During the development phase, the Workforce Productivity Measurement Steering Committee was established under Resolution No. (7) of 2023 to help develop the methodology and prepare government entities for implementation.
Following the resolution adopting the system as a unified government-wide framework, implementation expanded progressively and now covers 32 government entities.
The system provides a common methodology for measuring workforce productivity and analysing the relationship between human resources, financial resources and government service outputs. The analysis draws on millions of data points, creating an integrated knowledge base to support government planning and decision-making.
The framework also incorporates analytical tools and digital platforms powered by machine learning and artificial intelligence. These capabilities allow government entities to monitor productivity indicators regularly and assess the relationship between resources and outputs.
According to the DGHR, the system is intended to help government entities improve planning efficiency, strengthen institutional performance and make better-informed decisions based on real-time and historical data.
His Excellency Abdullah Ali Bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said, “The adoption of the Workforce Productivity Measurement System across the Government of Dubai represents a strategic milestone in the advancement of government work and reflects Dubai’s vision to build a government driven by data and advanced analytics. It supports the development of policies, enhances performance efficiency, and enables government entities to make more accurate, proactive and impactful decisions.”
He added, “The system’s impact extends beyond measuring productivity. It establishes a unified methodology that enhances resource allocation, improves the quality of services and supports sustainable institutional performance, in line with Dubai’s vision to build a more agile, efficient and future-ready government.”

Dubai’s unified framework connects government resources with outputs and outcomes, providing entities with a broader view of workforce productivity and organisational performance. The approach is also expected to support more effective resource utilisation and policy development across the government.
The initiative forms part of Dubai’s wider efforts to modernise government operations through data-driven solutions, with the government positioning advanced analytics and emerging technologies as tools to support more efficient, proactive and sustainable public administration.
