DGHR said the initiative is designed to create a better balance between organisational requirements and employee expectations while improving productivity, institutional agility and business continuity.

The Dubai Government Human Resources Department (DGHR) has unveiled three new strategic initiatives aimed at improving employee wellbeing, strengthening financial literacy and expanding flexible work practices across the public sector.

The initiatives form part of a broader effort to enhance the employee experience within Dubai's government workforce while supporting the emirate's vision of creating a more flexible, sustainable and future-ready public sector.

The new measures include the development of the Dubai Government Employee Wellbeing Index in partnership with the Dubai Health Authority, the introduction of a Financial Wellbeing Initiative and the enhancement of flexible work systems.

The initiatives were shaped by a comprehensive study conducted by DGHR to establish a unified framework for employee experience throughout the employee lifecycle.

According to the department, the study involved more than 1,500 employees from over 40 government entities. The research also included interviews with representatives from nine government organisations and eight collaborative workshops attended by more than 100 human resources and government specialists.

The study adopted an evidence-based approach that incorporated regional and international benchmarking in employee experience, human capital management and talent competitiveness.

Abdullah Ali Bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said the project represents a significant step towards strengthening government human capital.

"The Dubai Government Employee Experience Enhancement Project represents a strategic step in advancing government human capital. It is driven by our firm belief that investing in people is the foundation for building a government that is more agile, resilient and future-ready," he said.

The employee wellbeing index will serve as a data-driven tool to assess wellbeing levels, identify the factors influencing employee wellbeing and help government entities develop and evaluate targeted programmes.

The financial wellbeing initiative will focus on improving financial literacy among government employees and equipping them with the skills needed to manage their finances more effectively, with the aim of supporting long-term financial stability.

Meanwhile, the flexible work initiative will review and update existing policies to align them with international best practices.

DGHR said the initiative is designed to create a better balance between organisational requirements and employee expectations while improving productivity, institutional agility and business continuity.

The study also led to the creation of a unified employee experience framework that integrates organisational culture, leadership, human resources, systems and technology across all stages of employment.

DGHR said the framework will strengthen talent attraction and retention while fostering higher levels of employee engagement across Dubai's government sector.

The department added that the project establishes a sustainable and data-driven approach to continuously improving the employee experience and adapting workplace policies to evolving workforce needs and future labour market trends.
