DGHR aims to strengthen Dubai's HR sector and workforce by enhancing their skills and knowledge, behavioural competencies, and prepare them for the future.

The Dubai Government Human Resources Department (DGHR) has partnered with the Dubai Land Department (DLD) to create a framework focused on assessing employee skills and sharing HR expertise.

Key elements of this collaboration includes:

  • Efforts to equip government employees with essential skills to improve job performance and address challenges effectively.
  • Reinforcing DGHR’s commitment to enhancing Dubai’s human resources sector and competitiveness by offering innovative insights and solutions.
  • Building strong relationships with other government organisations in Dubai.
  • Sharing expertise and ensuring the continuous development of Dubai’s workforce, in line with the Emirate’s vision to strengthen its government employees' capabilities.
  • Fostering an integrated system of innovative training programmes and assessments (available in both Arabic and English) tailored to meet each department's specific needs.
  • DGHR to provide evaluation suggestions, behavioural competency criteria, and developing assessment tools and reports.
  • Publishing human resources studies and reports to promote innovation and knowledge excellence.

During the signing of the Memorandum of Cooperation (MoC) with the Dubai Land Department, H.E. Abdulla Ali Bin Zayed Al Falasi, Director General of DGHR, said, “…with the Dubai Land Department, we aim to strengthen our workforce by enhancing the skills and knowledge of all employees. The collaboration primarily focuses on improving behavioural competencies through integrated educational programmes and innovative training pathways that prepare employees for the future and enhance their professional capabilities. Moreover, it seeks to promote the holistic development of diverse sectors across the Emirate.”

H.E. Marwan Ahmed Bin Ghalita, Director General of the DLD, added, “Forging effective partnerships with government organisations is a fundamental pillar in the pursuit of excellence and sustainable development within our organisation. The purpose of this MoC is to strengthen our partnership with the DGHR Department, further enhancing the capabilities of our qualified workforce and improving job performance to meet future demands. Our utmost priority is to empower our workforce with the necessary skills to navigate rapid changes, aligning with Dubai's strategic vision. Our partnership goes beyond merely providing cutting-edge training programs. It encompasses the creation of an integrated framework that prioritises ongoing skill enhancement and the attainment of high levels of knowledge, excellence, and innovation. This collaboration will play a vital role in cultivating a more dynamic and efficient workplace, fortifying the preparedness of our workforce, and strengthening Dubai's competitiveness both locally and globally.”
