KSA HR Ministry begins 40% Saudization in 44 accounting professions

As part of the Saudization target, the minimum wage for the profession has been set between SAR 6,000 and SAR 4,500 basis academic qualifications.
The Ministry of Human Resources and Social Development has rolled out plans to nationalize 40% of the accounting professions.
The initiative will be implemented in collaboration with Saudi’s Ministry of Commerce, with the first phase starting October 27, 2025.

This will be applicable for all private sector firms employing five or more employees in accounting-related roles. As part of the Saudization target, the minimum wage for the profession has been set at SAR 6,000 for those holding a bachelor’s degree or its equivalent, and SAR 4,500 for those holding a diploma or its equivalent.
This initiative is part of broader efforts to create more diverse employment opportunities for Saudi men and women across all sectors and regions of the Kingdom.
All the 44 accounting job roles where Saudization targets must be implemented include: Financial Manager, Accounting Manager, Finance and Accounting Manager, Accounts and Budget Manager, Treasury Manager, Budget Manager, Collection Manager, Certified Public Accountant, Financial Controller, and Senior Financial Auditor.
“The policy will be implemented gradually over five phases within five years, ultimately reaching 70% localization,” the official statement read.

The Ministry also published the procedural guide on its official website, outlining the details of the decision and the required Saudization percentages, calling on all establishments to comply with the implementation to avoid legal penalties for violations.
This decision comes as a continuation of national efforts to localize accounting professions.
The Ministry of Commerce will monitor the implementation of the decision in accordance with labor market needs.
Private sector establishments will also benefit from the support and incentive programs provided by the Human Resources and Social Development system, which include assistance in recruitment, training, qualification, employment, and career continuity, in addition to priority access to Saudization support programs and the Human Resources Development Fund (HADAF) initiatives.
