Kuwait Ministry of Social Affairs sets 50% workforce attendance

The ministry clarified that all other provisions of the earlier circular remain unchanged and continue to be in force.

The Ministry of Social Affairs has issued a directive mandating that only 50% of employees be physically present at workplaces during official working hours, citing current regional circumstances and alignment with Civil Service Bureau guidance.


The decision was formalised in Administrative Circular No. (10) of 2026, issued by Undersecretary Dr. Khaled Al-Ajmi, which amends Clause No. (2) of an earlier directive, Administrative Circular No. (5) of 2026 dated March 2.


Under the revised framework, half of the ministry’s total workforce will be required to report to offices, while employees working under shift-based systems are exempt from the attendance restriction. 


The move effectively expands flexible working arrangements across departmental operations while maintaining essential in-person staffing levels.


The directive draws on Civil Service Bureau Circular No. (4) of 2026, issued on March 1, as well as a follow-up communication dated April 16, which together provide the regulatory basis for the updated attendance model.


The ministry clarified that all other provisions of the earlier circular remain unchanged and continue to be in force. It also stressed that full compliance is mandatory across all organisational units, warning that violations could result in legal accountability for responsible officials.


The measure reflects a precautionary administrative adjustment aimed at maintaining continuity of public services while adapting workforce presence to evolving conditions.
