Kuwait to suspend all employers failing to submit actual daily work hours via Ashal

Employers are urged not only to submit this information but also to update it promptly whenever changes in the work schedules/ hours occur.
The Public Authority for Manpower (PAM) in Kuwait has mandated that all employers submit data on daily work hours, including breaks, rest days, and official holidays, via the platform ‘Ashal’ (meaning “easier”), effective November 1, 2025.
Employers who fail to submit accurate daily work hours through Ashal will face penalties or business suspension.

The authority emphasized that the submitted data will serve as the official reference for inspectors during workplace visits and evaluations.
Employers are urged not only to submit this information but also to update it promptly whenever changes in the work schedules/ hours occur.
It also clarified that its approval of submitted work schedules will constitute official authorization, requiring employers to print the approved schedule and display it prominently at the workplace for employees.
The authority is also empowered to take legal action against non-compliant employers, including partial or complete suspension of their files, effective from November 1, 2025, in accordance with Article Four of the decision.
To facilitate compliance, the Ashal platform includes a form for private sector employers to request approval of their working hours. “All companies, institutions, and entities operating in the private sector must complete and submit this form. Once approved, the work schedule must be posted in a visible location within the premises, it said.
Additionally, the authority has urged employers to learn how to use the Wage Tracking System on Ashal. This system allows employers to record missing salaries and document legal reasons, ensuring timely payment of workers’ wages and promoting transparency in the workplace.

The intention behind this platform ‘Ashal’ is to enhance transparency, ensure adherence to labor regulations, and safeguard workers’ rights, while streamlining oversight procedures.
